No, English teams cannot face each other in this round. They will be able to face each other in the quarter finals. For example, as Chelsea finished second in their group and the other 4 English teams won their group, Chelsea can only face one of three teams in the next round, Besiktas Paris Saint-Germain or Real Madrid.

When will the ties take place?
The winners of the groups will be away for the first leg of the tie, the first leg will place either on the 13th-14th February or the 20th/21st February. The return legs will be played on either the 6th/7th or the 13th/14th of March.
